The Department of Personnel and Training (DoPT) of the Ministry of Personnel, Public Grievances and Pensions has issued an office memorandum (OM).  It has been said that under the Seventh Pay Commission (7th Pay Commission), the salary of the employee will be protected after appointment to a new post in a separate service or cadre through direct recruitment at the center.

The Department of Personnel and Training (DoPT) of the Ministry of Personnel, Public Grievances and Pensions has issued an office memorandum regarding the security of salaries for Central Government Employees.  It has been said that in view of the 7th Pay Commission (7th Pay Commission), the employee will get salary protection after appointment to a new position in a separate service or cadre through direct recruitment in the central government.  This protection will be available under FR 22-B (1) of Seventh Pay Commission.

The office memorandum states that upon the implementation of the Seventh Central Pay Commission (CPC) report and the CCS (RP) Rules-2016, the President gave such Central Government employees as per provisions made under FR 22-B (1)  Protection of pay is allowed, who have been appointed as Probationer in another service or cadre.  This protection of pay will in any case give salary security to the central employee, whether they have more responsibility or not.  This order will be considered effective from 1 January 2016.

The Office Memorandum of the DoPT states that after several references from Ministries or Departments regarding Protection of Pay under FR 22-B (1), the need was felt that such Central Government employees who  After technically resigning, they are appointed by direct recruitment to a new position in a separate service or cadre of the central government, they should be issued guidelines for fixing pay under the Seventh Pay Commission.
